Xi Says China to Work with Argentina to Safeguard Multilateral Trading System

Chinese President Xi Jinping said on Thursday that China is willing to work with Argentina to make contributions to safeguarding the multilateral trading system and improving global governance. Xi made the remarks when meeting with his Argentine counterpart, Mauricio Macri, on the sidelines of the 10th BRICS summit held in Johannesburg, South Africa, on July 25-27. Unilateralism and protectionism are currently on the rise, said Xi, adding that emerging markets and developing countries are facing an increasing number of challenges. "As a sincere friend and a cooperative partner of Argentina, China supports Argentina's efforts in maintaining economic and financial stability and is willing to continue to provide assistance within our capacity," Xi said. China has full confidence in Argentina's development prospect and the future of China-Argentina cooperation, said Xi. The two sides should advance the joint construction of the Belt and Road, align their important development plans, expand cooperation in economy, trade, energy, mining industry and financing, promote trade liberalization and facilitation, and give full play to new cooperative models, Xi added. China supports Argentina in hosting this year's Group of 20 (G20) summit, Xi said. Macri thanked China for providing precious assistance to Argentina for overcoming economic difficulties and stabilizing the financial market. Argentina is committed to deepening the comprehensive strategic partnership between the two countries, said Macri. Argentina hopes that the two sides could boost high-level exchanges and expand cooperation in such areas as energy, manufacturing, aviation, investment, financing and tourism, Macri added. Alternative trading system (ATS) is a US and Canadian regulatory term for a non-exchange trading venue that matches buyers and sellers to find counterparties for transactions. Alternative trading systems are typically regulated as broker-dealers rather than as exchanges (although an alternative trading system can apply to be regulated as a securities exchange). In general, for regulatory purposes an alternative trading system is an organization or system that provides or maintains a market place or facilities for bringing together purchasers and sellers of securities, but does not set rules for subscribers (other than rules for the conduct of subscribers trading on the system). An ATS must be approved by the United States Securities and Exchange Commission (SEC) and is an alternative to a traditional stock exchange. The equivalent term under European legislation is a multilateral trading facility (MTF). These venues play an important role in public markets for allowing alternative means of accessing liquidity. They can be used for trading large blocks of shares away from the normal exchange, a practice that could otherwise skew the market price in a particular direction, depending on a security's market capitalization and trading volume. ATSs are generally electronic but don't have to be. ATSs can be distinguished from electronic communication networks (ECNs), which are a "fully electronic subset of ATSs that automatically and anonymously match orders". In recent years, the SEC and other regulators have ramped up their enforcement activities with respect to alternative trading systems, initiating broad investigations and bringing actions for various violations, such as trading against customer order flow or permitting external vendors to retain and make use of confidential customer trading information in the vendor’s trading activities.

Jeff Schott, Senior Fellow at the Peterson Institute for International Economics (Mar 31, 2009 at Princeton University, Woodrow Wilson School of Public and International Affairs) Schott joined the Peterson Institute for International Economics in 1983 and is a senior fellow working on international trade policy and economic sanctions. During his tenure at the Institute, Schott was also a visiting lecturer at Princeton University (1994) and an adjunct professor at Georgetown University (198688). He was a senior associate at the Carnegie Endowment for International Peace (198283) and an official of the US Treasury Department (197482) in international trade and energy policy. During the Tokyo Round of multilateral trade negotiations, he was a member of the U.S. delegation that negotiated the GATT Subsidies Code. Since January 2003, he has been a member of the Trade and Environment Policy Advisory Committee of the U.S. government. He is also a member of the Advisory Committee on International Economic Policy of the U.S. Department of State. Schott is the author, coauthor, or editor of several books on trade, including Economic Sanctions Reconsidered; Trade Relations Between Colombia and the United States; NAFTA Revisited: Achievements and Challenges; Free Trade Agreements: US Strategies and Priorities; and Prospects for Free Trade in the Americas to name a few.

The multilateral trading system has been under stress for quite a while as witnessed by the proliferation of regional and bilateral trade agreements and the lack of progress in the WTO’s Doha Round of trade negotiations launched back in 2001. Yet, the system seemed remarkably resilient during the global financial crisis, which saw only relatively little increase in protectionism despite severe economic conditions. More recently, however, the system has suffered dangerous setbacks as important WTO members have adopted measures which risk undermining the system. Panellists will present their views on the current state of the system and how they see its evolution in the months and years ahead.

To promote the principles and values of the multilateral trading system as a WTO Youth Ambassador, I shall take an active part on promoting awareness among the youth in my community and country by first identifying the challenges that has to be solved to begin with. I shall share my knowledge and understanding of WTO provide the insights how it can help them in their everyday lives. Once there should be a very good sense of commitment on creating an action plan among the people and organizations whom I sought confidence, I should initiate events that shall advocate collective plan towards the success of the awareness campaign. By these means, it would now be easier to be heard and be understood by the government and business sector why multilateral trading system is very important not only in global level but as well as in national and community level hence, should be an effective step towards the achievement of the holistic goal of WTO.
