The Responsibility of International Organizations and the International Law Commission: A Conversation between Professors Georg Nolte, member of the International Law Commission, and José E. Alvarez, NYU The responsibility of international organizations has been an important concern of the international community for some years. In 2011, the International Law Commission adopted the "Draft Articles on Responsibility of International Organizations." These articles will be debated in the UN General Assembly's Sixth Committee. In addition, cases before the European Court of Justice and the European Court of Human Rights (in particular Kadi/Behrami/Al-Skeini/Al-Jedda) have raised significant questions about the human rights obligations of the United Nations as well as member states cooperating with UN actions. Such questions have arisen in the course of implementing UN sanctions or undertaking UN peacekeeping operations. Have the ILC and international judges asked the right questions and reached the right answers with respect to allocating responsibility on the UN? What is the International Law Commission's role in resolving such issues? Prof. Georg Nolte, member of the International Law Commission, and Prof. J.E. Alvarez, the Herbert and Rose Rubin Professor of Law at NYU School of Law, addressed these issues in the form of a conversation at New York University School of Law.

THE RUNDOWN | Israel's government will be dissolved after Netanyahu could not get enough votes in the parliament on the ultra-Orthodox draft bill before a critical deadline. What does this mean for the parties running and for the Palestinians? Our Mike Wagenheim reports from the Israeli parliament. Story: An emergency meeting of the heads of Israeli Prime Minister Benjamin Netanyahu's coalition partners on Monday in a last-ditch effort to resolve an impasse over contentious legislation regulating military conscription for ultra-Orthodox Jews ended in a decision to dissolve parliament and call early elections. The meeting, which got underway shortly after 1:00 p.m. local time at the Prime Minister’s Office in Jerusalem, was called a day before Israel’s parliament was due to begin preparing a bill on the contentious issue for its final readings with less than a month left to pass a law on the matter under a Supreme Court-imposed deadline. 'Out of national and budgetary responsibility, the leaders of the coalition parties decided unanimously to dissolve the Knesset and go to new elections at the beginning of April after a four-year term,' coalition heads announced in a statement distributed by a spokesman for Netanyahu's Likud party said at the conclusion of the meeting. The announcement was made hours after Yair Lapid, chairman of the opposition Yesh Atid faction, said that his party would vote against the proposed law saying that Netanyahu had 'surrendered to the ultra-Orthodox because he is afraid of them. We are done being suckers.' Meanwhile, the White House will reportedly place its long-awaited 'deal of the century' peace plan for the Middle East on hold in light of upcoming Israeli elections.Israel’s Channel 2 News reported on Monday that the Trump Administration’s proposal, set to be unveiled early 2019, may be delayed due to Israel’s current political events. Earlier on Monday, Israel’s governing coalition voted unanimously to dissolve Israeli parliament and call for snap elections. The coalition said in a statement that elections would be held April 9 of next year, about seven months before the original date. A senior US official told local media agencies that Israel’s early elections are 'one of many factors we are considering in evaluating the timing of the release of the peace plan.' Though the details of the plan have yet to be divulged to the public, US Ambassador to Israel Jason Greenblatt previously stated that 'neither side' will see all of their demands fulfilled. Uncontested articles in referendum law amendments move through legislature

Hot on the heels of the successful passage of the Transitional Justice bill, the DPP caucus is in a hurry to push through amendments to the referendum law, which would lower the widely-criticized high threshold for participation, which is 50% of all eligible voters. Following negotiations between political parties, some of the less controversial articles in the amendments today passed a second reading, including a provision to lower the referendum voting age to 18. Lawmakers are expected to continue debating the rest of the amendments on Tuesday. Following negotiations between political parties over draft amendments to the referendum law, the ruling DPP and opposition KMT agreed to pass all the uncontroversial articles in their second reading. The New Power Party proposed a motion to extend the legislative session until midnight and complete the third reading, but this idea was turned down when it was put to a vote. Ker Chien-mingDPP Caucus WhipThe suggestion made by the Legislative Speaker was to first read the 50 uncontested articles. From Tuesday we will concentrate on making speeches and voting on the rest.The articles that made it to a second reading today included lowering the voting age to 18, abolishing the Referendum Review Committee and moving responsibility for referenda to the Central Election Commission. The battle over the remaining contested articles, including lowering the threshold for participation, and removing restrictions on the kinds of issues that can be put to a referendum, will start next Tuesday. The People Rule Foundation this afternoon amassed nearly 100 volunteers outside the Presidential Office. They were urging the Tsai administration not to delay the amendments any longer. Article 6. Issuance and Receipt of a Reimbursement Authorization or Reimbursement Amendment a. All reimbursement authorizations and reimbursement amendments must be issued in the form of an authenticated teletransmission or a signed letter. When a credit or amendment thereto which has an effect on the reimbursement authorization is issued by teletransmission, the issuing bank should advise its reimbursement authorization or reimbursement amendment to the reimbursing bank by authenticated teletransmission. The teletransmission will be deemed the operative reimbursement authorization or reimbursement amendment, and any subsequent mail confirmation shall be disregarded. b. An issuing bank must not send to a reimbursing bank: i. a copy of the credit or any part thereof, or a copy of an amendment to the credit in place of, or in addition to, the reimbursement authorization or reimbursement amendment. If such copies are received by the reimbursing bank they shall be disregarded; ii. multiple reimbursement authorizations under one teletransmission or letter, unless expressly agreed to by the reimbursing bank. c. An issuing bank shall not require a certificate of compliance with the terms and conditions of the credit in the reimbursement authorization. d. A reimbursement authorization must (in addition to the requirement of Article 1 for incorporation of reference to these rules) state the following: i. credit number; ii. currency and amount; iii. additional amounts payable and tolerance, if any; iv. claiming Bank or, in the case of a credit available with any bank, that claims can be made by any bank. In the absence of any such indication, the reimbursing bank is authorized to pay any claiming bank; v. parties responsible for charges (claiming bank's and reimbursing bank's charges) in accordance with Article 16 of these rules. A reimbursement amendment must state only the relative changes to the above and the credit number. e. If the reimbursing bank is requested to accept and pay a time draft, the reimbursement authorization must indicate the following, in addition to the information specified in (d) above: i. tenor of draft to be drawn; ii. drawer; iii. party responsible for acceptance and discount charges, if any. A reimbursement amendment must state the relative changes to the above. An issuing bank should not require a sight draft to be drawn on the reimbursing bank. f. Any requirement for: i. pre-notification of a reimbursement claim to the issuing bank must be included in the credit and not in the reimbursement authorization; ii. pre-debit notification to the issuing bank must be indicated in the credit. g. If the reimbursing bank is not prepared to act for any reason whatsoever under the reimbursement authorization or reimbursement amendment, it must so inform the issuing bank without delay. h. In addition to the provisions of Articles 3 and 4, the reimbursing bank is not responsible for the consequences resulting from non-reimbursement or delay in reimbursement of reimbursement claims when any provision contained in this article is not followed by the issuing bank or claiming Bank.

New Delhi: IBNLive readers have selected the story of how the Constitution came among the 10 defining moments of India in the last 60 years. The Constitution of the largest democracy in the world goes against the accepted wisdom. In a social order marked by caste hierarchy and in an economic system where rich and poor are sharply separated, the Constitution enshrines a concept that has never been popularly accepted in this part of the world. The Dalit chairman of the drafting committee of the Indian constituion was BR Ambedkar, for whom political democracy was meaningless without social democracy. The Constitution was passed on November 26, 1949 and came into force in January 1950. Its final form had 395 Articles and was the longest written Constitution in the world. It drew material from the British Constitution, the United States Bill of Rights and even from the Irish, French Austrialian and Japanese statute books. One of the most highly amended consitutions in the world, it contains a fine balance between fundamental rights and fundamental duties. Directive principles of state policy provide guidelines on how the state must be an agent of change. Article 1 The Parties undertake, as set forth in the Charter of the United Nations, to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of the United Nations. Article 2 The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them. Article 3 In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack. Article 4 The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened. Article 5 The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area. Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Security Council. Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security. Article 6 [1]For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack: on the territory of any of the Parties in Europe or North America, on the Algerian Departments of France [2], on the territory of or on the Islands under the jurisdiction of any of the Parties in the North Atlantic area north of the Tropic of Cancer; on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Europe in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force or the Mediterranean Sea or the North Atlantic area north of the Tropic of Cancer. Article 7 This Treaty does not affect, and shall not be interpreted as affecting in any way the rights and obligations under the Charter of the Parties which are members of the United Nations, or the primary responsibility of the Security Council for the maintenance of international peace and security. Article 8 Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty. Article 9 The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5. Article 10 The Parties may, by unanimous agreement, invite any other European State in a position to further the principles of this Treaty and to contribute to the security of the North Atlantic area to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of the United States of America. Sergey Naryshkin, Chairman of the Russian State Duma, claimed that if Russia had had to be engaged in combat operations with a country equal to Ukraine in its potential, the conflict could have lasted four days maximum. Commenting on the speech of the German political scientist Alexander Rahr at the meeting of the Russian-German seminar participants, Naryshkin admitted that Russia is currently involved in three armed conflicts to some extent. In order to have a complete picture, it should be recognized that Germany takes part in namely these armed conflicts with almost the same status”. He pointed out that Russia as well as Germany is an international guarantor of the Minsk Protocol implementation. “If Russia had to fight for some reasons, counter aggression of a country equal to Ukraine in its potential, I hope everyone realizes how long the conflict would last, two, three, maximum four days. And everyone realizes which the result of this conflict would be. And what happens in Donbass, it has been taking place for two years so far. So, here's an answer for you who the Kiev regime is waging war against. In Nagorno-Karabakh Russia, as well as Germany is a member of the OSCE Minsk group. Beside that, Germany chairs the OSCE. Thus, its responsibility is even bigger. National Assembly (NA) members say the Law on Procurement will close all loopholes causing losses to the state budget and punish those who violate the bidding system in relation to state-funded development projects. NA members expressed their thoughts when debating a draft of the Law on Procurement at the ongoing Assembly session last week, presided over by Assembly Vice President Dr Bounpone Bouttanavong. Speaking at the debate, NA member for Borikhamxay province, Mr Souvanny Xaysana, reminded those present of misconduct around the use of state resources such as tender bidding processes, which were often only ceremonial and consequently added to the public debt. He explained about bid rigging and collusion, saying there was cheating to share benefits among companies participating in tender bidding, between the companies and bidding committee, and between the authorities who have the power to approve projects and the bidding participants. Mr Souvanny wanted the seventh part of this law, which provides stipulations concerning prohibitions, to clarify the punishment for such violations. “This part of the law should better clarify responsibilities and measures. The first violation of the rule, involving cheating, must be subject to a warning. The second time bidders are caught cheating they must be fined or no longer have the right to participate in tender bidding for similar projects,” Mr Souvanny said. “The officials, the members of the bidding committee who violated the regulations, should be banned from rejoining the committee,” he added. He also wanted the stipulations in the Law on Procurement to be similar to measures taken against drug traffickers. Article No. 22 of the Law on Procurement refers to direct procurement without tender bidding for urgent needs. NA member for Xieng Khuang province, Mr Vilaysouk Phimmasone, suggested the Ministry of Finance take responsibility for any government projects and qualify companies to compete in tender bidding. He also said it would better ensure transparency in procurement and the bidding process if a so-called Ministry of Material Supply were to take responsibility. NA member for Saravan province Mr Bounpone Sisoulath wanted bidding committees to investigate the background of the companies participating in tenders, and for all bid amounts to be made known. Mr Bounpone also wanted inspections to prevent companies from the same group colluding in the same tender bidding process together. “This law must close this loophole,” he said. The drafting committee said that articles Nos. 17, 18, 22, 31, 40, 44, 45 will have separate explanations. But NA members said they were concerned the promulgation would be delayed until the explanations were in place, which they said was occurring slowly. The cybercrime, 'fabricate and spread false information ' was formally introduced as a criminal offense; Websites may also be held criminally responsible. The freedom of expression on the Internet is being further supressed. Changes to protect juridical power of the court have also been introduced. It imposes tough procedure for human rights lawyers. Once the online remarks are officially recognized as 'fabricating, spreading false information ', it may constitute a criminal offense. The corresponding websites ' failure to monitor the content or withhold relevant information as evidence may also be subject to criminal penalties. These are the major changes in the ninth draft amendment to criminal law submitted to the NPC. An administrative penalty such as warnings and fines was used to be the measure for the so-called Internet rumors. In the NPC 's decision on Internet security article five, those who commit crimes via the Internet will be held 'criminally responsible in accordance with the relevant provisions of the criminal law. ' However, provisions on conviction and sentencing or relevant articles were not defined. I find it Amazing that people do not know what the Militia is and that it is divided into two classes! Furthermore People Fail to realize that the National Guard and the Navy are the only Two Branches of organized Military Forces that are directly tied to and protected by the Second Amendment. The Regular Active Army, Air Force, and Marines where created by Statutes and are not encompassed as a Militia within the meaning of the Second Amendment! Article 1 Section 8 of the United States Constitution gives congress the power and responsibility "To provide for organizing, arming, and disciplining, the militia, and for governing such part of them as may be employed in the service of the United States, reserving to the states respectively, the appointment of the officers, and the authority of training the militia according to the discipline prescribed by Congress;"! In keeping with that constitutional authority and responsibility congress classified the Militia into 2 classes organized and unorganized! 10 U.S. Code Section 311 "(a) The militia of the United States consists of all able-bodied males at least 17 years of age and, except as provided in section 313 of title 32, under 45 years of age who are, or who have made a declaration of intention to become, citizens of the United States and of female citizens of the United States who are members of the National Guard. (b) The classes of the militia are— (1) the organized militia, which consists of the National Guard and the Naval Militia; and (2) the unorganized militia, which consists of the members of the militia who are not members of the National Guard or the Naval Militia." The National Guard is the Organized portion of the militia and the part most people are referring to is the unorganized militia!" The purpose of the unorganized militia is to provide a body of citizens that congress can draft as needed for military service! It was never intended for us to have a Standing Army which is why Congress has to Appropriate Bills every to years for a defense budget! This organizing of the Militia is consistent with the prefatory clause of the Second Amendment! There are two functions in the Second Amendment (1) it highlights the importance of a civilian militia , and (2) it guarantees that the people will always have their arms available to them for collective (Military) and individual (Private) self defense! The National Guard Is A State Military Force and is under Control of the Governor of the Sate to protects its Sovereignty as Granted By the Eleventh Amendment from a overbearing Federal Govt. Hence the Commanding Officers of the Militia are appointed by the States as dictated by the Constitution! This ensure loyalty to the states in the event congress should try to use the National guard against the people! In the event Congress or the President of the United States Should Attempt to usurp the Constitutional Order. The Militia a.k.a The National Guard is the first line of defense and Each state Governor has full authority to use the militia to suppress insurrections and repel invasions! The Unorganized Militia can quickly be drafted and Organized as needed. One would be wise to learn about the militia and its function and organization. All of these so called "Patriots" and Self Proclaimed "Militia" nuts are nothing more than vigilantes taking the law into their own hand! This is a bad idea because Posse Comitatus only applies to Federal troops. PART ONE: HIRED GUNS During the Civil War, men drafted into war had the option of hiring substitutes to fight in their place. Professor Sandel asks students whether they consider this policy just. Many do not, arguing that it is unfair to allow the affluent to avoid serving and risking their lives by paying less privileged citizens to fight in their place. This leads to a classroom debate about war and conscription. Is todays voluntary army open to the same objection? Should military service be allocated by the labor market or by conscription? What role should patriotism play, and what are the obligations of citizenship? Is there a civic duty to serve ones country? And are utilitarians and libertarians able to account for this duty? PART TWO: MOTHERHOOD: FOR SALE In this lecture, Professor Sandel examines the principle of free-market exchange in light of the contemporary controversy over reproductive rights. Sandel begins with a humorous discussion of the business of egg and sperm donation. He then describes the case of Baby M"—a famous legal battle in the mid-eighties that raised the unsettling question, Who owns a baby?" In 1985, a woman named Mary Beth Whitehead signed a contract with a New Jersey couple, agreeing to be a surrogate mother in exchange for a fee of $10,000. However, after giving birth, Ms. Whitehead decided she wanted to keep the child, and the case went to court. Sandel and students debate the nature of informed consent, the morality of selling a human life, and the meaning of maternal rights.

The degree of independence of these institutions depends upon national law, and best practice requires a constitutional or statutory basis rather than (for example) a presidential decree. During World War II, he was a five-star general in the United States Army and served as Supreme Commander of the Allied Expeditionary Forces in Europe. He was responsible for planning and supervising the invasion of North Africa in Operation Torch in 1942–43 and the successful invasion of France and Germany in 1944–45 from the Western Front. Born David Dwight Eisenhower in Denison, Texas, he was raised in Kansas in a large family of mostly Pennsylvania Dutch ancestry. His family had a strong religious background. His mother was born a Lutheran, married as a River Brethren, and later became a Jehovah's Witness. Even so, Eisenhower did not belong to any organized church until 1952. He cited constant relocation during his military career as one reason. He graduated from West Point in 1915 and later married Mamie Doud, with whom he had two sons. During World War I, he was denied a request to serve in Europe and instead commanded a unit that trained tank crews. Following the war, he served under various generals and was promoted to the rank of brigadier general in 1941. After the U.S. entered World War II, Eisenhower oversaw the invasions of North Africa and Sicily before supervising the invasions of France and Germany. After the war, Eisenhower served as Army Chief of Staff and then took on the role as president of Columbia University. In 1951–52, he served as the first Supreme Commander of NATO. In 1952, Eisenhower entered the presidential race as a Republican to block the isolationist foreign policies of Senator Robert A. Taft, who opposed NATO and wanted no foreign entanglements. He won that election and the 1956 election in landslides, both times defeating Adlai Stevenson II. He became the first Republican to win since Herbert Hoover in 1928. Eisenhower's main goals in office were to contain the expansion of the Soviet Union and reduce federal deficits. In 1953, he threatened the use of nuclear weapons until China agreed to peace terms in the Korean War. China did agree and an armistice resulted that remains in effect. His New Look policy of nuclear deterrence prioritized inexpensive nuclear weapons while reducing funding for expensive Army divisions. He continued Harry S. Does the expectation of many in the public, coupled with the promises of politicians running for federal office, that the federal government can solve almost every problem lead to a disconnect with the American people when Congress gridlocks and/or doesn’t solve problems? The Founders established a federal system delegating certain powers to the federal government but leaving the remainder to the states. By the federal government continuing to expand in areas that would be better governed and managed by the states, the American people become more dissatisfied with the Congress as a whole. Speaker Bio: Kelly Ayotte represented New Hampshire in the United States Senate from 2011-2016, where she chaired the Armed Services Subcommittee on Readiness and the Commerce Subcommittee on Aviation Operations. She also served on the Budget, Homeland Security and Governmental Affairs, Small Business and Entrepreneurship, and Aging Committees. Senator Ayotte served as the “Sherpa” for Justice Neil Gorsuch, leading the effort to secure his confirmation to the United States Supreme Court. From 2004-2009, Senator Ayotte served as New Hampshire’s first female Attorney General, having been appointed to that position by Republican Governor Craig Benson and reappointed twice by Democratic Governor John Lynch. Prior to that, she served as the Deputy Attorney General, Chief of the Homicide Prosecution Unit and as Legal Counsel to Governor Craig Benson. She began her career as a law clerk to the New Hampshire Supreme Court and as an associate at the McLane Middleton law firm. In the spirit of Thanksgiving, this timely and insightful forum moderated by Smithsonian National Museum of the American Indian Director Kevin Gover (Pawnee/Comanche) focuses on topical issues of reconciliation and highlights national apologies made to Native peoples. The symposium covers the eloquent apology issued in June 2008 by the Canadian government for the abuse and cultural loss suffered by Aboriginal peoples in Canada's residential schools. It includes a presentation on the Native American Apology Resolution recently passed in the United States Senate as well as an examination of reconciliation efforts in Guatemala. A wrap-up speaker considers the issues involved in apologies and reconciliation processes in a broad scope. Concluding with panel discussion and questions from the audience, Harvest of Hope seeks a deeper, more inclusive understanding of our national narratives and the experiences of the Native peoples of the Americas. In Part 6, Victor Montejo gives a talk entitled "From Bartolomé de las Casas to President Clinton: Apologies, Reconciliation, and Reparation in Guatemala." Victor Montejo (Jakaltek Maya) is a professor and past chair of the Native American Studies Department at the University of California, Davis. He was born in Jacaltenango, Huehuetenango, Guatemala. His first language is Jakaltek-Maya or popb'al ti'. He received his M.A. from the State University of New York and his Ph.D. from the University of Connecticut. Montejo was formerly Minister of Peace in the Guatemalan Republic. He also served as a member of the Guatemalan National Congress from January 2004 to January 2008. Montejo is the author of numerous books about Maya history and culture. His work centers on Maya cultural revitalization, the impact of Guatemala's civil war on Maya communities, and the transnational Maya diaspora as a consequence of the war. Montejo's books include Sculpted Stones; Testimony: Death of a Guatemalan Village; The Bird Who Cleans the World and Other Mayan Fables; Voices from Exile: Violence and Survival in Modern Maya History; and Maya Intellectual Renaissance: Identity, Representation, and Leadership. This symposium took place in the Rasmuson Theater of the Smithsonian National Museum of the American Indian in Washington, DC on November 13, 2008.

chapter 16: A People's History (Of The United States) Howard Zinn. ~ Chapter 16, "A People's War?", covers World War II, opposition to it, and the effects of the war on the people. Zinn, a veteran of the war himself, notes that "it was the most popular war the US ever fought," [p104] but states that this support may have been manufactured through the institutions of American society. He cites various instances of opposition to fighting (in some cases greater than those during World War I) as proof. Zinn also argues that the US's true intention was not fighting against systematic racism, since the US had this itself, such as with the Jim Crow laws (leading to opposition to the war from African-Americans). Another argument made by Zinn is that the atomic bombings of Hiroshima and Nagasaki were not necessary, as the U.S. government had already known that the Japanese were considering surrender beforehand. Other subjects from WWII covered include Japanese American internment and the bombing of Dresden. The chapter continues into the Cold War, which Zinn writes was used by the U.S. government to increase control over the American people (for instance, eliminating such radical elements as the Communist Party) and at the same time create a state of permanent war, which allowed for the creation of the military-industrial complex. Zinn believes this was possible because both conservatives and liberals willingly worked together in the name of anti-Communism. Also covered is US involvement in the Greek Civil War, the Korean War, Julius and Ethel Rosenberg, and the Marshall Plan.

Vulnerable Populations and Aboriginal Health - Time for a Curriculum

This third instalment in our series on social paediatrics will take a more focussed look at vulnerable populations, including inner city and aboriginal children and youth. The panel will provide an overview of the vulnerabilities of inner city youth who are at greater risk of school failure, substance use, adjudication, parenthood, and poor mental health as compared to their non-urban counterparts. We will also discuss mechanisms to foster resilience among youth living in the inner city, and will look at some of the aspects of these issues that might uniquely affect Canada's aboriginal population as well. The discussion will finish by asking whether it is time to develop a curriculum that covers the various issues of social paediatrics, and embed this in the education of paediatricians and other healthcare providers.
