HR Basics is a series of short courses, designed to highlight what you need to know about a particular human resource management topic. In today’s HR Basics, we define human resource management with a simple model. Before we explore the model, lets define human resource management. Human Resource Management comprise the formal systems designed to manage people in an organization. To best understand human resource management, we will look at a brief history, understand the roles human resource management plays in organizations and review a model to best organize the functional areas of human resource management. What is now called human resource management has evolved a great deal since its beginnings around the year 1900. Personnel departments, which emerged as a clearly defined field by the 1920s (at least in the US), was largely concerned technical functions. What began as a primarily clerical operation in larger companies concerned with payroll and employee records began to face changes with the social legislation of the 1960s. HRM developed in response to the increase in competitive business organizations experienced by the late 1970s as a result of deregulation and rapid technological change. In the 1990s, globalization and competition required human resource departments to become more concerned with costs, planning, and the implications of various HR strategies for both organizations and their employees. The role of human resource management professionals has dramatically evolved over the years. If an organization has a formal HR group (perhaps a department) there are typically three different roles that group might play in the organization. The strategic role links human resource stagey with organizational mission and the work of people in the organization. The operational role manages functional human resource activities and serving an ‘employee champion.’ And the administrative role provides recordkeeping, process administration and compliance efforts. The pinwheel human resource management model suggest that the management of human resources in an organization centers eight key functional areas. These functions are a collection of specialized human resource management work. For each functional area, Human Resource Professionals are responsible for key activities. This human resource model should give you context to understand and apply the important role human resource management plays in today’s organizations.

As a result of active mergers and acquisitions, HR operations were fractured. Data was not centralized. Accuracy and efficiency were diluted due to hand-offs, and answers to HR questions varied significantly depending on which of several sources supplied the information. Many employees found Kellogg's internet site time-consuming and difficult to navigate. Content was not easy to find, audited or controlled, and relying on who you knew resulted in inconsistent sources of HR information. To align HR processes with Kellogg's strategic objectives, the goals were to: build for the future to support continued sustainable growth; create a consistent customer experience; give employees and managers more control of their information and career resources; deliver timely, consistent, and reliable data to the business and regulatory agencies; and support cash flow with cost-effective solutions. Kellogg transformed HR service delivery to a multi-tier approach based on the following four principles. Number one: The new model should be simple, with a minimal number of steps, resulting in higher resolution at the Tier 0 level, with a significant reduction in calls to call center personnel. Number two: The new model should be standardized, building usable, global processes and standards to minimize localization, customization, and prevent workarounds, resulting in a cohesive and identical experience for all users and highly accurate, more cost-effective administration of the system. Outsourcing your HR needs may not suit all businesses, but for many it can give them access to specialist skills and knowledge, reduce risk and provide savings on cost because an in-house HR person is no longer needed, or, freeing up the person that covers the function to allow them to focus on work that does generate income. What sort of services might you need? At the very least you will need to ensure that you meet your legal requirements in terms of Health and Safety, policies and contracts. You may need additional help in setting up performance management processes or dealing with employee relations issues, such as legal claims, redundancy and restructuring the business, grievances and dismissals. How much does an outsourced service cost? You should always establish up front the way in which the service is billed. Providers should be able to give you an estimate of cost, or at least a range of costs for a specific project, whilst on-going support services are normally supplied on a retained basis with either a monthly fixed fee or an agreed hourly rate. However the service is set up, you should ensure you receive an itemised billing report so that you can see exactly what you are paying for, and this allows you to decide if you are getting value for money. But when does it make sense for you to outsource? If your admin processes are slowing down the productivity of your company, it's time to consider outsourcing the management of your human resources. Whilst outsourcing doesn't suit all businesses, for some it's the best way to ensure that what is arguably their most valuable asset is well managed, freeing you up to concentrate on your core business and generate income. A new study suggests that, while this saves money and enables a more efficient, consistent service, it also comes at the cost of the ‘personal touch’.
