It is a system in which all goods and services out available without the use of money, credits, barter or any other system of debt or servitude. All resources become the common heritage of all of the inhabitants, not just a select few. The premise upon which this system is based is that the Earth is abundant with plentiful resources; our practice of rationing resources through monitory methods is irrelevant and counter productive to our survival. Modern society has access to highly advanced technology and can make available food, clothing, housing and medical care; update our educational system; and develop a limitless supply of renewable, non-contaminating energy. But no -- and not necessarily. Published recently by Edward Elgar Limited, the book is actually an excellent research handbook and a distinguished one at that. Comprising fifteen carefully researched articles by as many international contributors from top universities worldwide, it reflects the international disquiet regarding the governance (or lack of it) of natural resources, especially in situations where often obvious flaws in governance – particularly in developing countries -- can wreak devastating consequences within local populations. In such circumstances, almost inevitable tensions can arise between, say, investors and local communities affected, often adversely, by natural resources projects. Both from the University of Warwick (where discussions on these and related issues took place), editors Celine Tan and Julio Faundez remark that the chapters contained in this volume ‘highlight the fact that the international governance and management of natural resources has become an important area for international research law and policy-making as ‘conflict over their use becomes more acute’. The comment is made that while natural resources are central to global economic growth, problems often arise in the shape and form of legal, territorial and political disputes between states with in -- the worst situations -- negative impact on human rights. ‘These tensions’, say the editors ‘will only be resolved if the international community establishes a comprehensive and equitable legal framework for the regulation of natural resources’. This book will do much to advance the debate on the ways and means by which just such an equitable legal and political framework might possibly be achieved. It maintains a clear focus on the intersection between issues of regulation and governance on the one hand -- and environmental law, human rights law and other areas of international law, on the other. The articles on these points certainly cover a broad range of enquiry, from investment treaties. political risk insurance, tropical forests and climate change, to global value chains and the role of the WTO -- and of course, much more. Information-rich and erudite, this book with its emphasis on responsibility in the exploitation of natural resources, provides advocates and practitioners in this area of law with a lot of ammunition in disputes, debates and the more than occasional court battle on environmental and related issues. Specialists in political science and economics as they pertain to public policy, will also find the book useful, as it is further enriched by copious footnoting and lengthy and detailed bibliographies at the end of each article throughout. The publication date is cited as at 25th August 2017.

31st Anniversary of the Department of Environment and Natural Resources (Speech)
Ninoy Aquino Parks and Wildlife, Quezon City July 4, 2018 President Rodrigo Roa Duterte graced the 31st founding anniversary of the Department of Environment and Natural Resources (DENR) at the Biodiversity Management Bureau (BMB) Amphitheater, Ninoy Aquino Parks and Wildlife in Quezon City. The President, together with DENR Secretary Roy Cimatu, led the ceremonial awarding of land titles under the Handog Titulo Program to the representatives of 75 beneficiaries in Metro Manila. The celebration had the theme, ‘Ikaw, Ako, Tayo ang Kalikasan’, putting emphasis on everyone's responsibility to prevent and protect the environment from damage. In his speech, the Chief Executive sent a strong warning against open-pit mining operations. “There will be a time, I still have time left, that I will have to ban open-pit mining,” said the President, further stressing that the practice is destroying the lands and creating landslides near the area of open-pit mining operations. DENR Secretary Cimatu, in his welcome remarks, praised the lawmakers who authored Republic Act 11038 or the Expanded National Integrated Protected Areas System (E-NIPAS) Act that seeks to strengthen the government’s goal to protect the environment by providing mobilization of resources and the preservation and sustainability of the ecosystem by allowing more room for technical and scientific support. “The E-NIPAS Law has added 94 additional legislated protected areas all over the Philippines, and in short, better conservation and protection measures in our protected areas,” Secretary Cimatu said. To further demonstrate the DENR’s thrust, a Memorandum of Agreement (MOA) was signed by Secretary Cimatu turning over the 871,453 board feet of confiscated lumber to Task Force Bangon Marawi (TFBM) Head, Secretary Eduardo Del Rosario, for the rehabilitation of Marawi City. Former DENR Secretaries also attended the ceremony, commemorating the agency's major milestones since its reorganization into a Department in 1987. Recreation accounts for three-quarters of this contribution, or $108.4 billion. Fish and wildlife account for $14.4 billion. In contrast, the major industrial goods -- timber, range (forage for livestock), and minerals -- account for less than 12 percent. Timber, by itself, accounts for only 2.7 percent of the total value of all goods and services derived annually from the national forests, as estimated by Forest Service economists."
