Every year the EU invests millions of Euro in job creation and economic growth, to help reduce social and economic differences between its regions. Over the past five years, EU cohesion policy has created over 600.000 jobs; invested in the professional training of up to 15 million people every year to improve their employability; and co financed the construction of 25 000 km of roads and 1800 km of railways; it has also ensured the provision of clean drinking water for 3 million more people; has invested in 200 000 small and medium-sized companies and 61.000 research projects. These figures are still growing, as projects which started over the past 5 years continue to produce results. Oettinger: EU needs €1 trillion investment in energy by 2020

The European Commission presented its new energy strategy yesterday (10 November), calling for €1 trillion of investment over the next decade to integrate Europe's energy network while fending off criticism over a lack of concrete ideas, EurActiv.com reported on Wednesday. The Energy 2020 strategy lays down priorities in five broad areas. It seeks to curb Europe's energy consumption with financial incentives to renovate Europe's energy-guzzling buildings and integrate the European energy market. Furthermore, it proposes to pursue an external EU energy policy, ensure Europe's leadership on innovative energy technologies and address consumer issues like making billing more transparent or making it easier to switch suppliers. "Over the next ten years, overall energy infrastructure investments in the EU of euro one trillion are needed," the Commission said in a statement. "By 2015 no member state should be isolated." The required investments would mainly come from the industry and consumers, who should prepare to finance some of the infrastructure costs with rising energy bills, said EU Energy Commissioner Günther Oettinger. The EU budget's impact would be limited to projects of European interest and research, he added. The Commission also addresses delays in strategic infrastructure projects by proposing simplified permitting processes and setting a time limit for EU funding decisions.

This is what Addis will look like when the construction projects currently underway are complete .A series of skyscraper projects have been announced for Addis Ababa over the past two years. The tallest will be Guangdong Chuanhui Group's proposed Chuanhui International Tower at the Addis Ababa Exhibition Centre, which would have 99 storeys. If developed, it would be easily Africa's tallest building, ahead of the current record holder, the 50-storey Carlton Centre in Johannesburg. The Chinese company has already bought the 41,000 sq metre site and its building application has been accepted by the national government and city council. A total of 17 floors will be dedicated to the Regency Hotel and a further 53 for office space, while the ground floor will be developed as a shopping centre. The Chinese firm is developing the project through it local offshoot, Sino-Ethiopian Chuanhui Investment Holding Group. Other developments include the Commercial Bank of Ethiopia's 52-storey building, which is approaching completion, and a host of office blocks. Chinese companies appear to be banking on continued economic growth and the city's established position as a diplomatic centre creating an international city in the near future. The United Nations Economic Commission for Africa and the African Union headquarters are already based in the city. Big rise in cement production As recently as 2011, the country was forced to import about 15% of its 8m tonnes a year cement demand but a string of new projects are being developed. The government predicts that national production capacity will reach 27m tonnes a year by 2015, as international companies such as Dangote Cement of Nigeria and Lafarge develop new plants. Dangote is constructing a $400m plant in Oromia Region State with production capacity of 2m tonnes of cement a year. In addition, Derba Midroc Cement, which is owned by the Ethiopian-born Saudi billionaire Sheikh Mohammed Al Amoudi, opened its own plant in 2011 with production capacity of 2.5m tonnes a year. State-owned companies, including Mugher Cement Enterprise and Messebo Building Materials Production, have already expanded their own operations. The Chemical and Allied Industries Directorate in the Industry Ministry has pledged to set up its own plants if the private sector fails to provide sufficient capacity, but there seems little risk of that at present. Cement producers appear to have confidence that the step increase in construction will be maintained in the long term. The construction sector has also benefited from the government's road-building programme. Addis Ababa has spent more than $3.6bn on road projects over the past decade and has promised to commit more than double that amount to new road construction over the next decade. The government has used the construction sector to promote the national currency, the birr, as contractors on major construction projects are sometimes paid in a combination of hard currency and birr. For instance, contractors working on the Gilgel Gibe III scheme will be paid a total of €1,470m, of which the equivalent of €448m will be paid in birr and €1,022m in euro. It will be interesting to see whether this practice is copied elsewhere in Africa, as it could help to smooth out currency fluctuations for both governments and contractors.

"Smart anything everywhere" is an action contributing to the development of a network of Digital Innovation Hubs in Europe. Here is an overview of all activities related to Digital Innovation Hubs at the ICT event. Smart Anything Everywhere stands for the next wave of products that integrate digital technology. The challenge is to accelerate the design, development and uptake of advanced digital technologies by European industry - especially SMEs and mid-caps - in products that include innovative electronic components, software and systems, and especially in sectors where digital technologies are underexploited a. Innovation Actions SAE As Phase 3 of Smart Anything Everywhere, this sub-topic calls for Digital Innovation Hubs that strengthen European SMEs and mid-caps by experimenting and testing with one or more of the following technologies, or by supporting them to manufacture these products. Projects should also support eco-system building for promising platforms developed in earlier R&I products. Area 1: Cyber-physical and embedded systems: the goal is to help businesses from any sector uplift the quality and performance of their products and services by including (semi)-autonomy, paying special attention to security and privacy and to the collaboration between humans and machines. Area 2: Customised low energy computing powering CPS and the IoT: the goal is to help businesses who are developing products for situations where high computing capacity and low energy would be a competitive advantage. Area 3: Flexible and Wearable Electronics: the goal is to help businesses in further maturing, innovating and validating their products with thin, organic and large area electronics technologies, including wearable, portable and embedded objects. Focus is on i) access to design, technology and prototyping which are ready to use, and ii) application experiments driven by concrete user requirements and business cases. Area 4: Widening Digital Innovation Hubs: it addresses all three technology areas mentioned above and the technologies addressed in I4MS. It calls for Digital Innovation Hubs in industrial regions which are so far underrepresented in Smart Anything Everywhere and I4MS, and builds upon a mentoring programme developed by I4MS. These hubs should strongly collaborate with other Innovation Actions funded under SAE and I4MS, e.g. through joint highly innovative cross-border experiments. b. Coordination and Support Activities SAE The action will support the SAE network and help achieve broad coverage in technological, application, innovation, and geographic terms, and to link up with regional/national innovation initiatives, and other Digital Innovation Hubs. Its tasks and services shall include maintaining a single innovation portal, sharing of best practices, dissemination, brokering, leveraging further investment and training. For these support actions, close cooperation with ECSEL, and other CSAs funded under the Digitising European Industry focus area is looked for. Digital Europe programme: Funding digital transformation beyond 2020 [Policy Podcast]

In the framework of the next long-term EU budget for 2021-2027, the Commission is proposing a new, €9.2 billion programme to build up digital capacity and infrastructure and support a digital single market. It will operate mainly through coordinated and strategic co-investments with the Member States in the areas of advanced computing and data, artificial intelligence, and cybersecurity, their uptake and optimal use in the private and public sectors and boosting advanced digital skills. According to the Commission, the programme will help European societies and businesses to make the most of the ongoing digital transformation. The Commission sees the potential for efficiency gains in exploring complementarities and synergies with other planned programmes such as Horizon Europe, the Connecting Europe Facility and the European Regional Development and Cohesion Funds. In the European Parliament, the file has been allocated to the Committee on Industry, Research and Energy (ITRE). The draft report was published on 13 July 2018 and the vote in committee is expected in December. First edition. On September 26th 2012, DSW launched a specially commissioned report from Policy Cures, titled "Saving Lives and Creating Impact: EU Investment in Poverty-Related and Neglected Diseases", in the framework of an event hosted by the Member of European Parliament Maria da Graça Carvalho. Ms. Carvalho is the Rapporteur on the specific programme of Horizon 2020, the next European Framework Programme for Research and Innovation which will guide the allocation of EU funding for research and innovation for the period 2014 through 2020, including all funding for research and development (R&D) into Poverty-Related and Neglected Diseases (PRNDs). Against this backdrop, the new study quantifies for the first time the domestic benefits the EU derives from public investment in poverty-related and neglected diseases, including at least 13,000 jobs created between and 2002 and 2010 and a further €1.05 in investments into the Union for each €1 of European public PRND R&D spending. €300m investment programme to deliver 2,000 new social housing units

A new €300 million fund will target an additional 2,000 social housing units in the next three years, Environment Minister Alan Kelly announced today. The investment programme is jointly backed by the Housing Finance Agency (HFA) and the European Investment Bank (EIB). The money will be available to approved housing bodies for upgrading and delivering social housing. Minister Kelly and Minister of State Paudie Coffey were visiting St Mary's Mansions and Killarney Court in Dublin to mark the announcement. Jonathan Taylor, Vice President of the EIB and Barry O'Leary, CEO of the HFA also attended the announcement, as well as representatives of Clúid, a not-for-profit housing association. St Mary's Mansions is a potential project for upgrading under the programme, with Clúid Housing Association interested in redeveloping it. Killarney Court was Clúid's first regeneration project, with refurbishing works completed there in 2002. Under the programme, approved housing bodies like Clúid can apply for long-term finance at competitive rates for the upgrade of social housing. During the visit to Killarney Court, the Ministers saw how local residents have benefited from investment to reduce heating costs, provide play areas and improve the buildings. Minister Kelly highlighted the government's Social Housing Strategy 2020, commenting that the agreement between the EIB and HFA represents "good progress in that direction". On her arrival at the December 2014 EU Summit,German Chancellor Angela Merkel said that Europe “must combine both, budgetary consolidation and growth. Deficits don't necessarily lead to growth, we are hoping for common solutions.” Speaking about setting the EU's climate and energy goals for 2030, Merkel said that “discussions will not be easy, it is not sure we will have a result.” “Germany supports a CO2 emissions reduction of 40% as a binding target for 2040. I underline that until 2020 we have 20% reduction compared to 1990. We now want to have another 20% reduction until 2030 - that's a heavy effort,” she added.

It's an investment in research and innovation to support three major objectives: first of all excellent science, competitive industries and a better society. And Horizon 2020 focuses more than ever on bringing great ideas to the market. It provides opportunities for business and it changes people's lives for the better. And for the first time Horizon 2020 is bringing together all of the EU funding for research and innovation into and under one single programme. And at the same time it's doing that it's drastically cutting the red tape so it's attracting more top researchers and enterprises. I've said many times that we have an innovation emergency in Europe and Horizon 2020 is our response to that emergency.

He serves as the policy lead for indirect cost recovery, and he coordinates the development of applications, tools, and websites to support research administration and policy analysis for the UC system.
