The report indicated that the scam sites were taken down as soon as they were able to raise substantial amounts from the unsuspecting traders who register on these platforms. Ukrainian Cyber Police in action The Ukrainian cyber police stopped the operations of these perpetrators after an anonymous source tipped them off. The department immediately swung into action, locating their hideouts and bringing them to justice under the Part 3 of Art. 190 (fraud) of the Criminal Code of Ukraine. The press release stated: "THE CRIMINAL GROUP CONSISTED OF FOUR PEOPLE. ATTACKERS, WITH SPECIAL KNOWLEDGE AND SKILLS IN THE FIELD OF PROGRAMMING, HAVE CREATED THEIR CMS-SYSTEM FOR MANAGING THE CONTENT OF EXCHANGE SITES. Ukrainian police have arrested a group of four men suspected of running six fake cryptocurrency exchanges, Bleeping Computer reported June 21. Four men between ages 20 and 26 allegedly launched at least six digital currency exchanges, where they deceived users, subsequently stealing money from them. The alleged culprits lured users by promoting the exchanges with fake positive ratings and online reviews. The police reportedly said that the suspects had "special knowledge and skills in the field of programming" and "have created their own CMS-system for managing the content of exchange sites." UKRAINE WAR: Why world’s scariest flashpoint may be Russia-Ukraine United Kingdom Defence Secretary Gavin Williamson visited Ukraine on Friday and told Kiev that it does not stand alone during the current high tensions with Russia, which continues to hold Ukrainian ships and sailors. The British move, amid Russia’s seizure several weeks ago of the Ukrainian assets and personnel, comes as Kiev has warned of a potential Russian invasion in what is already the bloodiest European conflict since the wars over the former Yugoslavia in the 1990s. Fighting between Ukraine and Moscow-based separatists in the Donbass region of eastern Ukraine, alone, has already killed more than 10,000 people, with more than a million people having fled their homes. This underlines that it may be the most dangerous flashpoint in the globe right now, and there is renewed possibility of escalation with Russia increasing troops and weaponry in Crimea and other areas, and boosting its naval presence in the region. Recently, Ukraine called at the Organisation for Security and Cooperation in Europe (OSCE) for a toughening of US and European sanctions against Russia. These sanctions have been in place since 2014 after the annexation of Crimea, previously a Ukrainian territory, and a pro-Russian leader was toppled in Kiev. While most of the fighting ended with the 2015 ceasefire, deadly exchanges of fire continue. And western leaders are, once again, trying to de-escalate the situation after Ukrainian Prime Minister Petro Poroshenko warned recently of “full-scale war”. The last time Poroshenko warned of such a “full-scale Russian invasion along all fronts” was in 2016 when the then French president Francois Hollande said “total war” raising its head again. The challenge for all sides, not least France and Germany which helped broker the February 2015 Minsk agreement, is that the terms of the deal are still far from being realised. These provisions include an immediate, full bilateral ceasefire, plus withdrawal of heavy weapons from Donetsk and Luhansk where fighting since 2014 has seen Russian-backed separatists seize significant portions of the regions. This has raised international fears about the viability of the Ukrainian state. Whether tensions escalate or subside will probably depend most now upon the political calculus of Russia. Previously, Moscow had hoped that sustained economic, military and political pressure could lead to significant loss of support within Ukraine for the pro-western orientation of the Kiev government. That scenario has not fully come to pass yet, although Poroshenko is facing an uphill struggle for re-election on March 31. In this context, it is unclear what the risk tolerance of the Russian leadership now is with Putin in what could prove a final six-year term as president. Russian Foreign Minister Sergei Lavrov insists that Moscow remains committed to the Minsk agreement, although Putin has said it is “too early” to return Ukrainian sailors and naval vessels, which it claims were seized because they had violated Russia’s territorial waters. If tensions rise further in December or early 2019, international debate could reignite not just about sanctions, but also intensified military support for Poroshenko’s government that has imposed martial law. Kiev in recent years has received enhanced support, including from Nato, which has recalibrated its capability to respond to what is perceived as an enhanced Russian security threat — not just to Ukraine, but also other countries too, including the Baltic states. Specific measures include boosting Nato forces in East Europe with four battalions, led by the UK, United States, Germany and Canada, rotated in Estonia, Latvia, Lithuania, and Poland. This is being buttressed by measures to boost defence capabilities and resilience of Ukraine, Georgia and Moldova through a range of political and practical support. Moreover, Nato continues working with Finland and Sweden, including to bolster security in the Baltic Sea and Black Sea areas. It is also possible that a further uptick in tensions in Ukraine may also reopen debate in Washington over America’s enhanced military support for Kiev, following former US president Barack Obama’s consideration towards the end of his term of office of a range of potential options, including so-called ‘non-lethal’ equipment such as reconnaissance drones and radar screens. Over the course of a year, they developed innovative, cross-border creative projects together. This process of building relationships and networks was built on through a series of meetings, exchanges, workshops and online support. One of the projects to emerge is a fusion between Berlin fashion and rural Moldavian embroiderers watching them plan their fashion collection. In May 2012 in Chisinau there will be a festival to celebrate the culmination of 12 months of activity brought about by Tandem Ukraine, Moldova and EU cultural managers working together. Current crypto market and the effect of US regulations Although Michael admits that he does miss the days when Bitcoin was at an all time high of $20,000, for an exchange the important factor is volume, not price. Many crypto exchanges currently encounter barriers when trying to open accounts with most banks. In Eastern Europe, therefore OTC (Over The Counter) transactions are still the prevalent way of trading crypto. He is sure that once there is a solid legal framework in place, governments should be able to issue licenses to exchanges that will help eliminate obstacles with banks. Michael believes the US crypto regulations will only have the effect of ensuring compliance. On insider trading, he said it is a common occurrence, "we see insider trading even on big exchanges." Due diligence on ICOs Michael spoke of how due diligence must be conducted before a token is listed on exchanges. He stated that during the process an exchange will study all materials related to the project and investigate and verify the identity of team members. They will also research opinions from community members and meet founders personally, a process which is time consuming. Need for decentralized exchange Michael points out that when dealing with Fiat, one has no choice but to remain on centralized exchange platforms. Until a stable coin is created and integrated, exchanges would mostly remain that way. However he believes “the future of exchanges is decentralized.” How to identify trusted and scam exchanges From a personal perspective, Michael values education over speculation, “Before investing in Bitcoin back in 2013, I spent six months just reading, watching YouTube videos, forums….” Michael advised that one should do their personal homework on the assets before investing. Researching the founder of the company, the team and its credibility are vital when choosing an exchange to work with. Bitcoin price predictions Michael expects Bitcoin to grow in the future, saying "bitcoin will grow - but probably not this year."

A day after prisoner swaps between Ukraine and pro-Russian militia, more prisoner exchanges are expected. Ukrainian officials hope more soldiers will be freed. On Friday, the militia handed one-hundred-46 Ukrainian captives in exchange for two-hundred-22 men and women in a buffer zone. This has been the largest prisoner swap since the conflict in east Ukraine started in April. The exchange was planned earlier this week. Morozova specified that at the moment the new round of talks on further exchanges were underway. She went on to state that Kiev had sent a new list with the names of around 400 soldiers who should be exchanged during the next swap. The two sides of the Ukrainian political conflict came face to face at the annual Munich Security Conference. Ukrainian opposition leader Vitali Klitschko was seated next to the Ukrainian Foreign Minister of Affairs, Leonid Kozhara, during the heated session. At one point Klitschko walked off stage to get an album that he said contained photographs of police brutality towards protesters. He showed the album to Kozhara who flicked through a few pages before returning it. Kozhara then asked Klitschko directly whether the opposition had been working together with extremists groups who wear "Nazi style emblems." Ukraine has faced two months of major protests that started after President Viktor Yanukovych backed off an agreement to deepen ties with the European Union in favour of relations with Moscow. Speaking in German, Klitschko argued that Ukrainian people, through protests, were defending their European ambitions against "repressive measures." Protests in Kiev had been relatively peaceful until mid-January, when demonstrators angered by the new anti-protest laws launched violent clashes with police. These is all is about the youth exchange „Explore common roots for not being rude” which took place in Warsaw 3 – 9 September in the frames of Polish-Ukrainian Youth Exchanges Council. The main objectives of the youth exchange were to explore common roots in the history and unite participants of the youth exchange to promote peace-building, anti-discrimination communication principles. Twenty young people from Ukraine and Poland united to get to know what is stereotype, conflict and how to resolve them. The activities which were used during the youth exchange aimed to help participants to get to know each other better, not only like personalities but like representatives of different cultures. There were used simulation games, debates, cultural nights and study visits. The final video was the result of the productive youth exchange. The Youth Exchange was organized by European House of Youth Meetings and NGO “People” and financed by Polish-Ukrainian Youth Exchange Council.

Ukrainian Police Arrest Four in Alleged Cryptocurrency Exchange Fraud Ukranian Police authorities have arrested four people in connection with running six fraudulent exchanges. The authorities say that the accused setup exchanges using a custom CMS(content managemenset uptem), and attracted users through review websites, which they had infused with fake positive ratings. All of the websites are currently offline, with some domains redirecting to irrelevant websites. Essentially, they set up seemingly legit websites that facilitate cryptocurrency exchange. They received money into eWallets registered under fake identities which they used to siphon money off users. This is fairly elementary, although the fake ratings the accused obtained for their websites might have helped them gain traction. The number of websites the accused operated is not clear yet, although police officials have said they they expect more websites to be uncovered. The police are urging users to come forward if they were duped, in hopes of providing the investigation some direction. The amount of money duped by the accused is also not yet clear. Several police departments collaboratively worked towards nabbing the suspects, three of whom aged between 20 to 26 are being charged with six counts of fraud. The police raided the suspects residence and has confiscated several credit and debit cards, hard drives, phones, flash drives, long with other computer equipment. Ukraine, which has been dubbed as the wild east of cryptocurrencies has been in the news infrequently, with they talk about regulation of cryptocurrencies. As it stands, cryptocurrencies in Ukraine are a grey zone, neither legal nor illegal. A draft proposal to regulate cryptocurrencies was put forward in October 2017, although nothing has materialised yet. Ukraine's Government and Pro-Russian Rebels Swap Prisoners

Ukraine's government and pro-Russian separatists exchanged hundreds of prisoners on Friday in a rare sign of cooperation. The swap took place under the cover of darkness north of the separatist stronghold of Donetsk, near the city of Konstantinovka, after the two sides agreed to the trade on Wednesday. The list of POWs swapped included 225 separatists held by Ukrainian forces and 150 troops captured by the rebels. Journalists at the scene said Ukrainian forces brought rebel POWs to the exchange in handcuffs. The two sides reportedly swapped 10 men at a time.
