The following is a list of sovereign states and non-sovereign entities where English is an official language, i.e., the language of government. In 2012, there were 60 sovereign states and 28 non-sovereign entities where English was an official language. The majority of countries where English is an official language are former territories of the British Empire. Notable exceptions include Rwanda, which was a former Belgian colony, and Eritrea, which was an Italian colony where the British Empire spanned its control only in World War II and shortly after (1941-1952). English is the sole official language of the Commonwealth of Nations. English is one of the official languages of the United Nations, the European Union and the International Olympic Committee. Although English is not an official language in the United States many states and regions within the U.S. do have English as an official language. There is no national language as declared by the Constitution of India. The official languages of the Union Government of the Republic of India are Hindi language in the Devanagari script and English as mentioned in article 343/1 of the Constitution of India. Currently there are 22 other official languages in India Assamese, Bengali, Bodo, Dogri, Gujarati, Hindi, Kannada, Kashmiri, Konkani, Maithili, Malayalam, Manipuri, Marathi, Nepali, Odia, Punjabi, Sanskrit, Santali, Sindhi, Tamil, Telugu, Urdu. English is one of the official languages of the Union of India. Articles 343 and 345 of the Constitution of India specify the official language of India to be Hindi but no national language in Devanagari script, though states of India were free to adopt one or more local languages for all or any of the official purposes of that state Pursuant to agitations particularly in South India in the 60s, today all 22 languages carry official status and Government documents can be in any of the 22 recognized official languages. This has been clarified by court rulings as well, most recently in 2010 Gujarat High Court affirming equal role to all 22 languages. India has a Common law legal system – therefore, unless overturned by the legislature or a higher court explicitly, the ruling in 2010 takes precedence and all 22 official languages are meant to be taken on equal footing. Currency notes in India typically carry the denomination in all 22 languages.

Gujarat High Court has observed that though majority of people in India have accepted Hindi as a national language, there was nothing on record to suggest that any provision has been made or order issued declaring Hindi as a national language of the country. The observation was made by division bench of Chief Justice S.J. Mukhopadhaya and justice A.S. Dave recently while rejecting a Public Interest Litigation (PIL) by one Suresh Kachhadia. Mr. Kachhadia had filed the PIL last year seeking direction to Central and State government to make it mandatory for manufacturers to print details of goods like price, ingredients and date of manufacture in Hindi. The court observed, “Normally, in India, majority of the people have accepted Hindi as a national language and many people speak Hindi and write in Devanagari script but there is nothing on record to suggest that any provision has been made or order issued declaring Hindi as a national language of the country.” “No mandamus can be issued on any manufacturer or others for giving details or particulars of package in Hindi in Devanagari script,” it further said. It was contended by Mr. Kachhadia’s lawyer that Hindi was the national language and was understood by a large number of persons in the country. The Counsel representing central government submitted that specific provision has been made under the Standard of Weight and Measures (Packaged Commodities) Rules of 1977 that particulars of declaration should be in Hindi in Devanagari script or in English. The court said that the Constituent Assembly while discussing the Language Formula noticed the recommendation of the Sub-Committee on Fundamental Rights, which recommended the formula as per which, “Hindustani, written either in Devanagari or the Persian script at the option of the citizen, shall, as the national language, be the first official language of the Union. English shall be the second official language for such period as the Union may, by law, determine.” However, in the constitution, Hindi was declared as an official language and not a national language. The court in its order said Part XVII of the Constitution deals with Official Language. Plans to make Hindi the sole official language of the Republic met with resistance in some parts of the country. Hindi continues to be used today, in combination with other (at the central level and in some states) State official languages at the state level. The legal framework governing the use of languages for official purpose currently includes the Constitution, the Official Languages Act, 1963, Official Languages (Use for Official Purpose of the Union) Rules, 1976, and various state laws, as well as rules and regulations made by the central government and the states.
