The following is a list of sovereign states and non-sovereign entities where English is an official language, i.e., the language of government. In 2012, there were 60 sovereign states and 28 non-sovereign entities where English was an official language. The majority of countries where English is an official language are former territories of the British Empire. Notable exceptions include Rwanda, which was a former Belgian colony, and Eritrea, which was an Italian colony where the British Empire spanned its control only in World War II and shortly after (1941-1952). English is the sole official language of the Commonwealth of Nations. English is one of the official languages of the United Nations, the European Union and the International Olympic Committee. Although English is not an official language in the United States many states and regions within the U.S. do have English as an official language. SUMMARY ======= The following is a list of territories where English is an official language, that is, a language used in citizen interactions with government officials. In 2015, there were 54 sovereign states and 27 non-sovereign entities where English was an official language. Many country subdivisions have declared English an official language at the local or regional level. The majority of states where English is an official language are former territories of the British Empire. Notable exceptions include Rwanda, which was formerly a Belgian territory, Cameroon, where only part of national territory were under British mandate, and Liberia, the Philippines, the Federated States of Micronesia, the Marshall Islands, and Palau, which were under American rule. English is the sole official language of the Commonwealth of Nations and the Association of Southeast Asian Nations. English is one of the official languages of the United Nations, the European Union, NAFTA, African Union, Organisation of Islamic Cooperation, Caribbean Community, Union of South American Nations and many other international organisations. Although English is de jure not an official language at the national level in the United States, most states and territories within the United States have English as an official language. Only Puerto Rico uses a language other than English as a primary working language. The United Kingdom, the United States, Australia and New Zealand, where the overwhelming majority of native English speakers reside, do not have English as an official language de jure, but English is considered to be their de facto official language due to its dominant position in these countries.

What is NATIONAL LANGUAGE? What does NATIONAL LANGUAGE mean? NATIONAL LANGUAGE meaning

03:32
What is NATIONAL LANGUAGE? What does NATIONAL LANGUAGE mean? NATIONAL LANGUAGE meaning - NATIONAL LANGUAGE definition - NATIONAL LANGUAGE explanation. Source: Wikipedia.org article, adapted under https://creativecommons.org/licenses/by-sa/3.0/ license. SUBSCRIBE to our Google Earth flights channel - https://www.youtube.com/channel/UC6UuCPh7GrXznZi0Hz2YQnQ A national language is a language (or language variant, e.g. dialect) that has some connection—de facto or de jure—with people and the territory they occupy. There is little consistency in the use of this term. One or more languages spoken as first languages in the territory of a country may be referred to informally or designated in legislation as national languages of the country. National or official languages are mentioned in over 150 world constitutions. C.M.B. Brann, with particular reference to India, suggests that there are "four quite distinctive meanings" for national language in a polity: "Territorial language" (chthonolect, sometimes known as chtonolect) of a particular people. "Regional language" (choralect). "Language-in-common or community language" (demolect) used throughout a country. "Central language" (politolect) used by government and perhaps having a symbolic value. The last is usually given the title of official language. Standard languages, such as Standard German, Standard French, and Standard Spanish, may serve as national (language-in-common), regional, and international languages. "National language" and "official language" are best understood as two concepts or legal categories with ranges of meaning that may coincide, or may be intentionally separate. Stateless nations are not in the position to legislate an official language, but their languages may be sufficiently distinct and well-preserved to be national languages. Some languages may be recognized popularly as "national languages," while others may enjoy official recognition in use or promotion. In many African countries, some or all indigenous African languages are officially used, promoted, or expressly allowed to be promoted (usually taught in schools and written in important publications) as semi-official languages whether by long-term legislation or short-term, case-by-case executive (government) measures. To be official, spoken and written languages may enjoy government or federalised use, major tax-funded promotion or at least full tolerance as to their teaching and employers' recognition in public education, standing on equal footing with the official language(s). Further, they may enjoy recognition as a language used in compulsory schooling and treasury money may be spent to teach or encourage adults in learning a language which is a minority language in a particular area to restore its understanding and spread its moral stories, rhymes, poems, phrases, songs, and other literary heritage which will promote social cohesion (where other languages remain) or will promote nationalist differentiation where another, non-indigenous language is deprecated.

Typically a country's official language refers to the language used within government (judiciary, legislature, administration). Since "the means of expression of a people cannot be changed by any law", the term "official language" does not typically refer to the language used by a people or country, but by its government.About half the countries of the world have declared one or more official languages. The government of Italy officialised Italian only in 1999, and some nations (such as the United States) have never declared official languages at the national level. Other nations have declared non-indigenous official languages. "The Philippines and parts of Africa live with a peculiar cultural paradox. Although the official languages [in Africa] may be French or English, these are not the languages most widely spoken by [the country's] residents."Worldwide, 178 countries have at least one official language, and 101 of these countries recognise more than one language. Many of the world's constitutions mention one or more official or national languages. Some countries use the official language designation to empower indigenous groups by giving them access to the government in their native languages. In countries that do not formally designate an official language, a de facto national language usually evolves. English is the most common official language, with recognized status in 51 countries. Arabic, French, and Spanish are also widely recognized. An official language that is also an indigenous language is called endoglossic, one that is not indigenous is exoglossic. An instance is Nigeria which has three endoglossic official languages. By this the country aims to protect the indigenous languages although at the same time recognising the English language as its lingua franca.

Gujarat High Court has observed that though majority of people in India have accepted Hindi as a national language, there was nothing on record to suggest that any provision has been made or order issued declaring Hindi as a national language of the country. The observation was made by division bench of Chief Justice S.J. Mukhopadhaya and justice A.S. Dave recently while rejecting a Public Interest Litigation (PIL) by one Suresh Kachhadia. Mr. Kachhadia had filed the PIL last year seeking direction to Central and State government to make it mandatory for manufacturers to print details of goods like price, ingredients and date of manufacture in Hindi. The court observed, “Normally, in India, majority of the people have accepted Hindi as a national language and many people speak Hindi and write in Devanagari script but there is nothing on record to suggest that any provision has been made or order issued declaring Hindi as a national language of the country.” “No mandamus can be issued on any manufacturer or others for giving details or particulars of package in Hindi in Devanagari script,” it further said. It was contended by Mr. Kachhadia’s lawyer that Hindi was the national language and was understood by a large number of persons in the country. The Counsel representing central government submitted that specific provision has been made under the Standard of Weight and Measures (Packaged Commodities) Rules of 1977 that particulars of declaration should be in Hindi in Devanagari script or in English. The court said that the Constituent Assembly while discussing the Language Formula noticed the recommendation of the Sub-Committee on Fundamental Rights, which recommended the formula as per which, “Hindustani, written either in Devanagari or the Persian script at the option of the citizen, shall, as the national language, be the first official language of the Union. English shall be the second official language for such period as the Union may, by law, determine.” However, in the constitution, Hindi was declared as an official language and not a national language. The court in its order said Part XVII of the Constitution deals with Official Language. Under Article 343, official language of the Union has been prescribed, which includes Hindi in Devanagari script and English.

There is no national language as declared by the Constitution of India. The official languages of the Union Government of the Republic of India are Hindi language in the Devanagari script and English as mentioned in article 343/1 of the Constitution of India. Currently there are 22 other official languages in India Assamese, Bengali, Bodo, Dogri, Gujarati, Hindi, Kannada, Kashmiri, Konkani, Maithili, Malayalam, Manipuri, Marathi, Nepali, Odia, Punjabi, Sanskrit, Santali, Sindhi, Tamil, Telugu, Urdu. English is one of the official languages of the Union of India. Articles 343 and 345 of the Constitution of India specify the official language of India to be Hindi but no national language in Devanagari script, though states of India were free to adopt one or more local languages for all or any of the official purposes of that state Pursuant to agitations particularly in South India in the 60s, today all 22 languages carry official status and Government documents can be in any of the 22 recognized official languages. This has been clarified by court rulings as well, most recently in 2010 Gujarat High Court affirming equal role to all 22 languages. India has a Common law legal system – therefore, unless overturned by the legislature or a higher court explicitly, the ruling in 2010 takes precedence and all 22 official languages are meant to be taken on equal footing. Currency notes in India typically carry the denomination in all 22 languages.

Learn about etymology, the study of word origins and derivations in historical linguistics, and the influence of a Proto-Indoeuropean (PIE) language in the formation of modern languages in Europe, Russia, and Asia. Highlighted is how etymologists have come up with a theoretical model of the Proto-Indoeuropean language; how Modern English was influenced by the Proto-Germanic and Latin languages, both descendants of PIE; and how English continues to borrow words from other languages. Although English has no official status in the Constitution, Australian English is the country's national and de facto official language as it is the first language of the majority of the population. Australian English began to diverge from British English after the First Settlers, who set up the Colony of New South Wales, arrived in 1788. By 1820, their speech was recognised as being different from British English. Australian English arose from the intermingling of early settlers, who were from a great variety of mutually intelligible dialectal regions of the British Isles, and quickly developed into a distinct variety of English which differs considerably from other varieties of English in vocabulary, accent, pronunciation, register, grammar and spelling.

SUMMARY ======= The Constitution of India designates the official language of the Government of India as Hindi written in the Devanagari script, as well as English. There is no national language as declared by the Constitution of India. Hindi is used for official purposes such as parliamentary proceedings, judiciary, communications between the Central Government and a State Government. States within India have the liberty and powers to specify their own official language(s) through legislation and therefore there are 22 officially recognized languages in India of which Hindi is the most used. The number of native Hindi speakers is about 25% of the total Indian population; however, including dialects of Hindi termed as Hindi languages, the total is around 44% of Indians, mostly accounted from the states falling under the Hindi belt. Other Indian languages are each spoken by around 10% or less of the population.States specify their own official language(s) through legislation. The section of the Constitution of India dealing with official languages therefore includes detailed provisions which deal not just with the languages used for the official purposes of the union, but also with the languages that are to be used for the official purposes of each state and union territory in the country, and the languages that are to be used for communication between the union and the states inter se. During the British Raj, English was used for purposes at the federal level. The Indian constitution adopted in 1950 envisaged that Hindi would be gradually phased in to replace English over a fifteen-year period, but gave Parliament the power to, by law, provide for the continued use of English even thereafter. Plans to make Hindi the sole official language of the Republic met with resistance in some parts of the country. Hindi continues to be used today, in combination with other (at the central level and in some states) State official languages at the state level. The legal framework governing the use of languages for official purpose currently includes the Constitution, the Official Languages Act, 1963, Official Languages (Use for Official Purpose of the Union) Rules, 1976, and various state laws, as well as rules and regulations made by the central government and the states.

Languages of Nigeria

10:10
There are 521 languages that have been spoken in Nigeria (nine of which are now extinct). The official language of Nigeria, English, the former colonial language, was chosen to facilitate the cultural and linguistic unity of the country. Communication in English language is much more popular in the country's urban communities than it is in the rural areas (comprising about three quarters of the country's population). The other major languages are Hausa, Igbo, Yoruba, Ibibio, Edo, Fulfulde, and Kanuri. Nigeria's linguistic diversity is a microcosm of Africa as a whole, encompassing three major African languages families: Afroasiatic, Nilo-Saharan, and Niger–Congo. Nigeria also has several as-yet unclassified languages, such as Cen Tuum, which may represent a relic of an even greater diversity prior to the spread of the current language families. Hindi, not a national language: Court http://www.thehindu.com/news/national/Hindi-not-a-national-language-Court/article16839525.ece India does not have a national language. However, Hindi and English are used for official purposes of the Union and for use in Parliament. There are 22 official languages as mentioned in article 343/1 of the Constitution of India. States of India were free to adopt one or more local languages for all or any of the official purposes of that state. Today all 22 languages carry equal official status and Government documents can be in any of the 22 recognized official languages. This has been clarified by court rulings as well, as for example in 2010 the Gujarat High Court affirmed equal status to all 22 languages. Currency notes in India typically carry the denomination in all 17 languages.

It only contains a statement in Article 49 that "The official language of the Assembly shall be English but any member may address the chair in French," implying that English and French are official languages of the National Assembly (parliament). However, the majority language and lingua franca of the country is the French-based Mauritian Creole. English is used as the prime medium of instruction in public schools while French is also a common language in education and the dominant language of media. According to the Organisation internationale de la Francophonie, 72.7% of the Mauritians were French speakers in 2005. Mauritius shares this distinction of being both English- and French-speaking with Canada, Vanuatu, Rwanda, Seychelles and Cameroon. Being both an English-speaking and French-speaking nation, Mauritius is a member of both the Commonwealth of Nations and La Francophonie. Mauritian Creole, which is spoken by an estimated 90% of the population, is considered to be the native language of the country and is used most often in informal settings. It was developed in the 18th century by slaves who used a pidgin language to communicate with each other as well as with their French masters, who did not understand the various African languages. The pidgin evolved with later generations to become a casual language. Mauritian Creole is a French-based creole due to its close ties with French pronunciation and vocabulary.Mauritian Sign Language is the language of the deaf community. It is only in the Parliament that the official language is English but any member of the National Assembly can still address the chair in French. English and French are generally accepted as the official languages of Mauritius and as the languages of government administration and the court business. The lingua franca is Creole.Other languages spoken in Mauritius include Tamil, Bhojpuri, Hindi, Marathi, Urdu, Telugu, Odia and Chinese, which is an amalgamation of several Indian languages spoken by the early Indian settlers. Most Mauritians are at least bilingual, if not trilingual. The earliest builders brought by the French were of Indian origin, who were employed to build Port Louis, the capital. Arabic is taught in mosques around Mauritius.

This video uses Google TTS en-US-Standard-D voice. SUMMARY ======= The English language in Europe, as a native language, is mainly spoken in the United Kingdom and Ireland. Outside of these states, it has a special status in the Crown dependencies (Isle of Man, Jersey and Guernsey), Gibraltar (one of the British Overseas Territories) and Malta. In the Kingdom of the Netherlands, English has an official status as a regional language on the isles of Saba and Sint Eustatius (located in the Caribbean). In other parts of Europe, English is spoken mainly by those who have learnt it as a second language, but also, to a lesser extent, natively by some expatriates from some countries in the English-speaking world. The English language is the de facto official language of England, the sole official language of Gibraltar and one of the official languages of the Republic of Ireland, Northern Ireland, Scotland, Wales, Malta, the Isle of Man, Jersey, Guernsey and the European Union. United Kingdom and Republic of Ireland makes "European anglosphere" with area of about 316,000 km² and population of over 70 million. According to a survey published in 2006, 13% of EU citizens speak English as their native language. Another 38% of EU citizens state that they have sufficient skills in English to have a conversation, so the total reach of English in the EU is 51%.English is descended from the language spoken by the Germanic tribes of the German Bight along the southern coast of the North Sea, the Angles, Saxons, Frisians and Jutes. According to the Anglo-Saxon Chronicle, around 449 AD, Vortigern, King of the Britons, issued an invitation to the "Angle kin" (Angles, led by Hengest and Horsa), to help him against the Picts. In return, the Angles were granted lands in the southeast. Further aid was sought, and in response "came men of Ald Seaxum of Anglum of Iotum" (Saxons, Angles and Jutes). The Chronicle documents the subsequent influx of settlers who eventually established seven kingdoms: Northumbria, Mercia, East Anglia, Kent, Essex, Sussex and Wessex. These Germanic invaders dominated the original Celtic-speaking inhabitants. The dialects spoken by these invaders formed what would be called Old English, which was also strongly influenced by yet another Germanic language, Old East Norse, spoken by Danish Viking invaders who settled mainly in the North-East. English, England and East Anglia are derived from words referring to the Angles: Englisc, Angelcynn and Englaland. For 300 years following the Norman Conquest in 1066, the Anglo-Norman language was the language of administration and few Kings of England spoke English. A large number of French words were assimilated into Old English, which lost most of its inflections, the result being Middle English. Around the year 1500, the Great Vowel Shift marked the transformation of Middle English into Modern English. The most famous surviving work from Old English is Beowulf, and from Middle English is Geoffrey Chaucer's The Canterbury Tales. The rise of Modern English began around the fifteenth century, with Early Modern English reaching its literary pinnacle at the time of William Shakespeare. Some scholars divide early Modern English and late Modern English at around 1800, in concert with British conquest of much of the rest of the world, as the influence of native languages affected English enormously.

English Language Day april 23rd

01:38
UN English Language Day is observed annually on 23 April. The event was established by UN's Department of Public Information in 2010 "to celebrate multilingualism and cultural diversity as well as to promote equal use of all six official languages throughout the Organization". For the English language, 23 April was chosen because it is the date "traditionally observed as both the birthday and date of death of William Shakespeare". Other dates were selected for the celebration of the UN's other five official languages. The official languages of the United Nations are the six languages that are used in UN meetings, and in which all official UN documents are written. In alphabetical order, they are: Arabic (Modern Standard Arabic) English (British English with Oxford spelling) French Mandarin (Simplified Chinese characters) Russian Spanish These languages are used at meetings of various UN organs, particularly the General Assembly , the Economic and Social Council, and the Security Council (Article 41 of its Rules of Procedure). Each representative of a country may speak in any one of these six languages, or may speak in any language and provide interpretation into one of the six official languages. The UN provides simultaneous interpretation from the official language into the other five official languages, via the United Nations Interpretation Service.
