Chinese telecoms equipment maker Huawei called itself the victim of U.S. “bullying” on Tuesday and said it was working with Google to counter trade restrictions imposed by Washington last week, a senior Huawei executive said. “Huawei is becoming the victim of the bullying by the U.S. administration. This is not just an attack against Huawei. It is an attack on the liberal, rules-based order,” Huawei representative to the EU Abraham Liu said. China’s largest technology company told potential partners that by the end of 2018, it would have 50 million Europeans using its own app store, rather than Google’s, according to documents viewed by Bloomberg News. Huawei also held talks with European wireless carriers about spreading this new app store even further, people involved in those talks said. The app store plans, which haven’t been previously reported, underscore how important Europe is for Huawei. The company has been all but shut out of the U.S. phone market due to longstanding security concerns. But now even its designs for Europe are in jeopardy -- along with Huawei’s hard-won status as the world’s second-largest smartphone maker. That’s because on Friday, the Trump administration restricted American companies from selling to Huawei. The ruling forced Google to pull most of its Android operating system and ubiquitous mobile services from future Huawei devices. The U.S. company will still be able to provide key Android security updates under a 90-day reprieve that the Trump administration granted on some export restrictions, a person familiar with the matter said. Google will still withhold its apps from future Huawei phones, the person added. Without Google’s participation, Huawei’s app store plan has a dim future. That’s because the Chinese company continues to rely on Android to power its smartphones globally, and relies on Google’s most popular apps to win mobile phone shoppers. Trump’s ban is also a setback for the U.S. search giant, which relies on device-makers like Huawei to put its lucrative web services in people’s hands. Representatives for the Chinese company didn’t have immediate comment when contacted for this story. Read More: Is Huawei a Trump Bargaining Chip? Better Hope So: Tim Culpan Huawei phones outside China have used a version of Android that comes with a package of Google services, including search, Maps, YouTube and -- crucially -- the Play store for downloading a wealth of apps. Consumers that already own Huawei devices can keep accessing Google’s services and app store, but any Huawei phones sold after Trump’s ban won’t have these important features, according to Google. That will make it very hard for Huawei to compete with smartphone rivals like Samsung Electronics Co. and Apple Inc. Samsung retains unfettered access to the Play store and other Google services, while Apple built its own successful app store over the past decade. On Tuesday, Samsung jumped 4.3% in Seoul, marking its biggest intraday gain in two months. Former New York City Mayor Michael Bloomberg, a billionaire philanthropist, announced a new development in his work to combat climate change, on this Sunday's broadcast of "Face the Nation."What follows is a transcript of the interview that aired Sunday, April 22, 2018.BLOOMBERG: America made a commitment and as an American if the government's not going to do it we all have responsibility. I'm able to do it. So, yes, I'm going to send them a check for the monies that America had promised to the organization as though they got it from the federal government.BRENNAN: Four and a half million dollars this year. Will you do the same next or--BLOOMBERG: We'll figure out-- hopefully by then President Trump will have changed his view which would be great.BRENNAN: President Trump has been a huge critic of this Paris Climate Change Accord but--BLOOMBERG: He has been. But that doesn't mean he can't listen to others and change his mind. A person that doesn't change their mind isn't very smart. A person that listens to facts--BRENNAN: He changes his mind.BLOOMBERG: And he's been known to change his mind. That is true. But he should change his mind and say look there really is a problem here. America is part of the problem. America is a big part of the solution and we should go in and help the world stop a potential disaster.BRENNAN: One of the criticisms of this agreement, the Paris Climate Change Accords, is it's non-binding. It's basically not enforceable and none of the developed nations who are part of it have actually met the benchmarks they set for themselves.BLOOMBERG: But that does--BRENNAN: Aren't you concerned that you're throwing some, some good money after bad?BLOOMBERG: Look it's dangerous to keep doing what we're doing. If everybody would do the right thing, yes, it would be better. But if some people or some countries do the right thing we all benefit from that.BRENNAN: But the criticism is that industrialized nations aren't living up to those pledges.BLOOMBERG: I can't speak for other nations. All I know is that America I believe will meet its commitment by 2025 to reduce greenhouse gases by an agreed amount and if we do it hopefully other countries will do it as well.BRENNAN: Do you feel like you're filling a leadership gap? For the United States?BLOOMBERG: Well I think that this is what the American public when you poll them say they want to do. We've got companies and states and individuals all agreeing to step in, report to the United Nations what our progress is the way all the other countries are going to do it, commit-- fulfill our commitment to fund part of it. It's not a lot of money. But America made that commitment and most importantly to do the things that will keep temperatures from going up and really potentially changing our life for the worst.BRENNAN: After the election the president gave you his personal cell phone number. A new study by Bloomberg Economics claims that US sanctions have knocked as much as 6% off Russia's economy over the past four years. The findings highlight the general devastation that Washington and E.U. sanctions against Moscow wreaked in the aftermath of the Crimean crisis in 2014. According to the authors the estimate is based on a growth forecast that would be reasonably expected according to indicators at the end of 2013 if the crisis had never happened. The study found that while some of the blame is due to the slump in oil prices, sanctions have been the bigger driver, and perhaps partly the introduction of inflation targeting and a sell-off in emerging markets could be other factors.
